The skills map needs proficiency, not just tags
Explain why a skills inventory needs proficiency levels and evidence to support mobility decisions.
The move: make every important skill tag answer “at what level, proven how, for which task?” Skill tags are useful for search. They are not enough for deployment. The same tag can describe awareness, working competence, or expert judgment.
